Achieving gender equality is one of the fundamental principles of the European Union and one of its non-negotiable objectives.

Positive actions, introduced by Law No. 125 of 10 April 1991 and governed by Articles 44 et seq. of Legislative Decree No. 198/2006 ‘Code of equal opportunities between men and women’, represented a fundamental turning point in policies aimed at removing obstacles to full and effective equality of opportunity between men and women, forming a culture of gender difference, promoting female employment, implementing new policies on time and life cycles, and removing horizontal and vertical occupational segregation. Art. 48 of Legislative Decree no. 198/06, required Public Administrations to prepare a Gender Equality Plan with Positive Actions in order to affirm the effective equal dissemination of opportunities, on the assumption that enhancing differences is a quality factor of administrative action and in order to plan, promote, strengthen and implement new actions to ensure equality and equal opportunities, as a tool for a better work-life balance, for a greater occupational well-being as well as for the prevention and removal of any form of discrimination.

The Autonomous Region of Sardinia presented the Region's first gender equality plan, a significant step towards building a fairer and more inclusive society.

The Ersu di Cagliari accepted it with the intention of committing itself to putting into practice the positive actions contained therein.
